Cherylann Dowell and Christopher Armagost would be alive today if Judge Bortner had upheld his judicial responsibilities. In both these cases, and probably others, Judge Bortner failed to protect the community and put violent criminals behind bars.
On May 21, 2012 Judge Bortner found Ross Crawford in violation of parole on convictions of terroristic threats, criminal mischief and harassment against Cherylann Dowell. Rather than put this repeat violent offender behind bars Judge Bortner released him to house arrest. Crawford murdered Cherylann Dowell 19 days later.
On December 7, 2011 Anthony White was convicted by a jury of conspiracy and robbery. Judge Bortner released him on bail rather than sending him directly to jail. Anthony White murdered Christopher Armagost three day later.

This judge has a tenuous grasp on justice and law. It's unfortunate he still holds a seat in York. His decision was made on a whim and with little regard to the recommendations of all parties present. He's sad at best. Ruins lives at worst. Sad. One star, only because I'm unable to rate zero and he at least has a gavel.
I would not recomend placing my life in the hands of this man... He is bitter and not open-minded to facts presented. He fails to understand matters presented. His knowledge of the law was at best minimal. Having said these things, I do not believe him to be a bad man, but jaded.
